The flamigos in question were not put there by any of the neighbors Mr. Clemmey has issues with. The landowners who he has issues with have no desire to get invovled. Perhaps someone is poking fun at the sign.
Maybe the birds in question migrated from Mansfield? The same town that the Clemmey family is from.
