Plumbing/Gas Inspector Scott Harraden apparently has serious conflict of interest issues whenever his employer bids on a town job, a frequent occurrence. Recusing himself on these occasions, Mr. Harraden - who gets paid by the town either way - hires someone else to inspect, at town expense. And somehow, more often than not, Harraden's employer gets the higher bid anyway.
