Yes, I know, the rules are what our elected betters say they are and never mind established legal doctrine. And never mind the MA Department of Revenue will throw all these sedricks out of Town offices when they put Wareham into receivership and our property taxes double. Argue with the foregone conclusions if you want. The DOR functionaries I called last week were suitably horrified when they heard Mark Andrews has assumed the role of Town Accountant.
I endured the video of last week's board of selectmen again because I was troubled by what appeared to be a cooked, that's to say illegal, coronation of Rick Stanley as our Chief of Police. First, there was no prior agenda notification of the obviously prearranged appointment. Second, Board Chairman Walter Cruz improperly called for a vote. I could summarize but it's blatant, so watch and see for yourself.
I plan a full court press next week of the Secretary of State's office to launch a full scale inquiry of this month's election results. Please call or email if you can offer any guidance.

Sad to say you may be right. It looked to me the Chief thing was a setup.
I wrote to the AG and asked to have her department take a look at the goings on in Wareham. If enough people complain we might get some action.

the appoiment of the police chief should have been on the agenda and all selectmen should have been present, i can see a lateral transfer of a policeman but not a police chief the selectmen should be involved and that they were not are elected leaders ,it will leave a bad taste in the mouthes of some, we all can see he can get a favorible paid decesion from bowen and thats why we are paying him almost twice what we were paying kand p.

Remember that the DOR stated in a report that the town's fiscal problems were the result of:
1) Lack of consistency in the TA position - aka too many TA's thrown under the bus by the Hypocrite Elite. Wareham was a rudderless ship without a captain for years under the watch of the Hypocrite Elite.
2) Leaving the town accountant position open for too long. They fired the last accountant for failure to kiss enough Hypocrite Elite behind, then took 6 months to replace him.
Now it's become worse. $919,000 has gone unaccounted for under the watch of the TA and the accountant hired by the Hypocrite Elite.
And now, we're back to square one - the town has no town accountant. The DOR has already told the town that letting the position go unfilled for 6 months caused the town tremendous fiscal problems.
But even so, there can be no doubt that the Hypocrite Elite will drag their heels and postpone hiring a new accountant for as long as possible.
And why wouldn't they? A new accountant would probably uncover some interesting things.
An interim acting accountant must be appointed immediately and the town accountant position must be posted immediately.
A new accountant should be hired as soon as possible and Wareham should settle for nothing less than a fully qualified CPA with many years of experience. In this harsh economy, we can find one.
God help us all, this town will go into bankruptcy before the Hypocrite Elite is through.
