Unbelievable that these two want a cost of living raise when people have been laid off, furloughed, and some haven't had a contract in over four years. A town manager should not be asking for a raise when he craps all over town employees.

LETS  SEE THEY HAVE LAID OFF SEVERAL IN THE MUNCIPAL MAINTENCE DEPT AND HAVE PRISONERS CUTTING GRASS IN THE CEMETARYS , WE ARE DOWN 10 POLICE MEN ,THE LIBRARY HAS BEEN CUT BACK A LOT ,CONTARCTS SUCH AS THE POLICEMEN ,AND MUNCIPAL MAINTENCE HAVE NOT BEEN SETELED IN OVER 4 YEARS , YET WE WANT TO GIVE THESE PEOPLE RAISES , I WOULD IF I COULD SHOW THESE  2  THE DOOR.    THE CLERKLEAKS CONFINDENTIAL INFO ABOUT PEOPLE TO SLAGER ,GIVE  ME A BREAK ,I SAY WE CUT THERE  SALERYS 20 % INSTEAD .

Keeping of vital records is only one part of the Town Clerk’s responsibilities.  The Clerk’s Office houses records pertaining to elections, town meeting,  Registrars of Voters, Voters information, town census, federal census, population information, animal control, campaign finance, street list, town bylaws, town reports, Massachusetts Acts and Resolves, Massachusetts Appeals Court decisions, Board of Appeals decisions, Planning Board approvals/non-approvals, business certificates, fuel storage, road layouts and descriptions, town accepted streets, (to name a few).


In this day and age, the importance of restoring old buildings and old records seems to be a favored and important past time.  Here in the Town Clerks Office it has become a fight against time and for money to ultimately preserve the history of the Town of Wareham.  The Town Clerks Office has taken many necessary steps to make this a reality rather than a dream.  We have purchased books and pocket inserts made of acid free plastic for our current vital records.  We have had several books bound and also purchased a fireproof file cabinet to preserve town meeting records.  We have in the past and will do so in the future, transfer old records and books over to the library, as needed, which is adequately furnished with a sprinkler system, modern climate control and storage space. 


The Town Clerk’s Office takes pride in conducting honest and fair town, federal and state elections. In this accounting, we strive to ensure access and impartial assistance to all voters in the Town of Wareham. We hold mandatory voter registration sessions in order to assist residents who want to vote. In order to accomplish this task, we must always stay abreast and knowledgeable regarding ever-changing laws and procedures regarding the election process.  We continue to offer in depth training to our 60 or so election workers and staff to ensure comprehensive knowledge and compliance of the state and federal election laws.


Other responsibilities include conducting a yearly census.  This process is state mandated and serves to assist the town regarding funding and financial assistance.


We make every effort to conduct a thorough and valid count of the residents in the Town of Wareham.  During the process of conducting a yearly, accurate and complete census, we keep in mind that this fundamental information makes its way to our federal and state governments and helps our town to receive much needed financial relieve. 


The Town Clerk’s Office is responsible for supplying continuing support in the arrangement and posture of town meeting.  It is the sole responsibility of the Town Clerk to provide, at the close of town meeting, a complete and accurate accounting and representation of the proceedings and votes taken at town meeting.  This would also involve sending all amendments voted and approved at town meeting regarding the general by-laws and zoning by-laws to the Attorney General for state approval.


The Town Clerk’s responsibility also encompasses overseeing and managing a comprehensive, town-run canine program.  Ties with Plymouth County were severed in 1999 and full responsibility for licensing of all dogs in Wareham was then assumed by the Town Clerk’s Office. With the assistance of Town Counsel, the Town Clerk and Animal Control Officer, at that time, authored the new rules and regulations for animal control,
which is reflected in the town bylaws. The Town Clerk’s Office is instrumental in notifying owners through a yearly postcard mailing to dog owners, which serves as a reminder to come in and license their dogs in January of each year.


Ultimately, the Town Clerks Office probably has more frequent contact with the public than any other town office.  We are constantly called upon to provide information, not only about the Clerk’s Office, but about the rest of town government, as well.  We endeavor to work positively and cohesively with all branches of Town Government.  Perhaps more than any public office, the Town Clerks Office symbolizes the stability and continuity of local (Town) government.

if my memory is correct, the Town Clerk, as an elected official, has a salary set by the Town Meeting. This would have to be at the recommendation of the BoS & FinCom; but, ultimately, it is up to the voters.

The key question is: How many different ways does the Town Clerk get compensated? Elections? etc. ?

The T/A is a different story. You might recall that I wrote-up a comparison of the T/A's contract with the one for Biz. For those who failed to memorize each & every syllable, please note the following:

T/A's contract calls a raise of 2.5% per annum, "subject to appropriation". Does that mean that the TM gets a shot at the T/A's salary?

T/A's contract allows for a mid-year "merit raise" of 3%, subject to a BoS performance review. Wow! Does TM get to vote on this expenditure? What other Town employee gets a second bite of the payroll apple at midyear? Answer: Biz.

Again, a reminder that the Brend-uh-Zela blew her horn full blast at the contracts of the school officials, which  did not seem as generous as this one. Double-standard, you say? Not our Brend-uh.

Actually, the Friends are not paying salaries, nor is the Wareham Library Foundation. Both groups have only agreed to purchase books and materials and to fund programming.

The library board of trustees are using part of their meager funds (the original $50,000 from the litigation mediation agreement) to pay for the new, soon to be hired general services librarian.

In public meetings so far (I'm not telling tales out of turn here) the trustees agreed to pay $14,000 and change for books and materials that were ordered during the last fiscal year, but for whatever reason, were not paid for. They also paid an additional $7000 in unpaid utility bills for last fiscal year. They also committed, if I remember correctly, $12,000 for the salary of this new person. This leaves them with around $17,000.

Now here is MY OPINION: If the library had not been mismanaged by a completely unqualified person who publicly declared her disdain for all aspects of the library for one year, and if the Friends had been allowed to continue to have book sales, raise money, and pay for the books and materials as they had done for the past two years, and if this year's library budget had been funded properly (salaries were underfunded as was the amount of money needed for books and materials for certification) the trustees would still have their little nest egg. But hey, that's just my opinion.

I wouldn't give MAS one red cent increase.  In fact, I propose cutting her salary by 10% for lying to TM two years ago claiming to not receiving an increase in four years, as presented on TM floor.

Regardless of being elected, she needs to learn to STOP playing politics.

I'm willing to bet she's behind the waste and abuse of the computer audit.
I wonder if her hard drive was audited ?  I'll bet not but we'll soon find out.

this is off the track but after reading nora's post it looks like grizz did a bang up job as library director. talk about bad fiscal management. this is another person who should not get a raise. does anyone have her contract?

as to silva. she definitely doesn't deserve a raise. word is she refused to do her job recently and the ta had to pick up the slack. if one of us did that in our jobs we'd get fired. not in wareham though.

Town employees haven't had a raise for 4 years and many employees have been working without a contract for 4 years.  I believe the police have no contract and the municipal maintenance department was decimated from 40 to 5 workers. 

And this guy that hasn't even been here a year wants a raise?

Andrews was thrown a bone by the BOS when he was hired, an unemployable, twice charged with drunk driving, no municipal management, potential lackey..his patronage towards his friend Miles Burke and the woman he wanted to hand the Library Director's job to were blatant..lot of flash from this TA and little substance..

The question of raises for these two goes in two different directions.

1. MAS. This question should have been resolved at the Annual (spring) TM as part of FY11's budget. It is unclear to me why this is coming up now. Can anyone explain?

2. the T/A. This is different, because he has a contract. The contract, as I recall it, called for a midyear raise after a review by the BoS. If, the BoS failed to budget for it in the Spring TM, and they have approved a midyear raise, then the Fall TM would have to fund it.

Or not. Has a review been done? Has the BoS divulged the results of that review?

If the process is not transparent, then it should be voted down.

I hate to say it, but these people cannot be trusted.

It is a damn shame.

I am afraid to say you can't trust anyone.

Knowing that: put their feet to the fire and make them JUSTIFY each and ever expenditure. It doesn't matter if Town Meeting lasts three more weeks, you NEED to know.

Didn't I read just a few weeks ago that the School Comm. did a review of the School superintendent? And wasn't that review discussed in a public meeting? And didn't each committee member give the Super numerical ratings, along with comments?

why would the BoS do any less for its chief Adm officer? Hmmmm?

I know, I know. Your very first thought is that is a double-standard. Nooooooooooooo!

Bren-duh & the Weasel would never do one thing and say another, now would they?
