Tom Bicki is speaking at citizen's participation.
He says that all taxpayers were charged to build the sewer plant, so he rightly says that its not fair for it to be said that non-sewer users haven't contributed to the sewer system. He also points out that people with septic tanks have to pay fees that septic haulers charge because the haulers pay to dump the hauled sewage to the sewer plant.
Brenda can be heard babbling under her breath and looks like she's about to flip her lid because claims of sewer persecution are being debunked.
Bicki also asked why has there just been an outhouse at Little Harbor for the past three years?

Good God in Heaven, I'm so tired of hearing Brenda wining about how crapping into the sewer benefits the whole town.
Look, whether you crap in a septic tank or crap in a sewer, everyone pays for their crap removal. Get over it.
