After listening to these videos it is clear that Mr. Cronin's motion was to "start negotiations with Mr. Andrews." There was no vote to hire Mr. Andrews.
Perhaps an oversight, perhaps not. If they can't come to a resolution in negotiations, then they would not have to recind hiring as there was no vote to hire. They very well may negotiate and then vote to hire at the next meeting?

My understanding is the Mr. Andrews is friends with the Mayor, which is why he is still in the job. He is looking for a back door to exit by. That is what Wareham is, the back door. I suspect he will accept the job with relative ease.
