The facts are these. The Selectmen, the Moderator, the Clerk, Interim Butt Monkey and Slager are done. The Coroner's Inquest will take years. So will cleaning up the mess they leave behind.

These people face prison. They'll try anything.

I agree.  They are scared.  Two new selectmen outside of their little social circle poking around in all of the documents of town hall is something they will fight tooth and nail to stop.  The only thing they have to offer Wareham in April is a tax cheat and a dirt thief (who apparently thinks meetings are optional).  They need a miracle to win the next election and they know it.
