Bill, your quote is the one I would have gone with too. It's been going on for what, four years? Even saying they've only been "dilly dallying" for three months, is giving them too much. Once again, the selectmen offer no leadership.  They offer nothing but the blame game, passing the buck, covering their own asses.  The selectmen knew about this a long time and did nothing.  They tried desperately to sweep this under the rug.
