find some  Piping Plovers.
throw them over the fence.
then put up signs.
3 mph
now it can be closed all summer.
with no questions ask.
drop some on Maple Springs Road .
Problem solved.

11. What is critical habitat?

Critical habitat is a term used in the Endangered Species Act of 1973, as amended.
