If it's true, it explains where they have been coming up with "magic" money all of a sudden. You know, like when you put half of the municipalities on furlough and lay off five people to balance an $800,000 shortfall.... then all of a sudden you find money for a computer "audit." You can only deficit spend in the snow budget people!
