Given the fact that the bylaw had already been appealed, the ruling has no practical application to Wareham, but it does provide valuable information. The AG didn't rule that the concept of the bylaw was illegal. The issue was with the language of the article. It didn't properly define what "net-zero" nitrogen is. Add that language to a new article and the legal hurdle will be cleared.

THATS RIGHT FOLKS YOU WILL HAVE TO DEFEAT THIS ONCE AGAIN NEXT TOWN MEETING COURTESY OF ADVICE FROM A NON LAWYER
