Liz is correct it must be confusing for Mr. Riley. I think the solution is to have Mr. Riley take direction from the selectman as a group. They could tell him or advise him as to the direction they want him to go at the selectman meeting as a group and vote as a group as to what direction they want him to pursue. There was definite tension between Brenda and Mr. Riley at this weeks meeting. I also thought it was kind of weird when Mr. Riley ask for his accountant to be put on as full time and before the selectmen could even comment Andrews jumped in and said he would discuss that matter with Mr. Riley. Maybe Mr. Riley had asked the TA about this and it had been rejected. I don’t know there seemed to be some tension about the subject.
I don’t think Steve should have asked Mr. Riley what he thought he had already answered in a politically correct way twice. You could tell he didn’t want to piss anyone off. The guy is trying to do the best that he can and trying to keep his job.

There should be absolutly no confusion about who he reports to. I took this off the Wareham web-site for CEDA.
The Wareham Community and Economic Development Authority (CEDA) is a special act authority created under Chapter 270 of the Acts of l977 and amended by Chapter 383 of the Acts of 2004. Among the capabilities afforded by the legislation, the CEDA has all the powers of an urban renewal authority under 121B and also has authority as an economic development corporation under 121C of M.G.L. The CEDA is governed by a seven-member board, appointed by the Board of Selectmen and the Community and Economic Development board members manage, control and govern the activity carried out under CEDA. The CEDA has a full-time Director, appointed by the Board of Selectmen who has full charge and supervision of the work of CEDA and its personnel.
The Wareham Community and Economic Development Authority is funded in large part by Community Development Block Grants provided through and monitored by the Department of Housing and Community Development. Programs carried out by CEDA include a Housing Rehabilitation Program, Sign and Façade Program, Transportation subsidy programs and Recreation Subsidies for Wareham's Low and Moderate Income households, a Literacy Program and after school programs. Projects completed are Planning projects for Downtown revitalization, a complete building renovation for a Head Start Program and infrastructure improvements for sewer, sidewalks and handicapped accessory improvements. Economic Development activity is related to business retention and recruitment and workforce training opportunities.
