The most charitable view of recent shenanigans is Mark Andrews has come entirely unglued.
The emerging purpose of the special election is not to fill Schnieder's vacant seat with Bruce Sauvageau's fat butt, but Brenda Eckstrom's as well, or any other 2 loyal, bitter enders Andrews needs to ratify his contract. D-Day for Andrews is June 6.
Cruz, Winslow and Holmes all say they want no part of petitioning the state to sanction a rigged election and forestall Andrew's immediate dismissal. Don't believe me, ask them.
If Andrew's pal, "Senator, how are you?", Pacheco can sneak through a “Governor’s Bill” in a matter of hours, one Selectman observes, you can forgive yourself for wondering whatever happened to the new Sewer Commission, independent of the selectmen, they championed last year. Meanwhile, they've thrown Mary Ann Silva - their own, always loyal Town Clerk - under the School Bus for their own misdeeds.
The Department of Revenue arrived in town late last week and made it plain they are not happy. The DOR promised to decertify Wareham's free cash account unless the town submits its Schedule A's for 2010 and 2011 by March 15th, and sets the stage for another Town Meeting horror show, delayed again because we can't vote on money articles.
The DOR also has serious issues with the welfare of Wareham's Health Care Trust Fund, an account Andrews acknowledges he depleted. Andrew's misbegotten tenure in Lawrence was noteworthy for exactly the same fraud.
According to John Foster and the Finance Department, Andrew's “reconciliation” hasn't even begun.
According to the Town's Charter, Selectman’s Policy 88-12 Section 7:
Special Meetings of the Board of Selectman shall be held on the call of the Chairman or by one-third (1/3) of the members of the Board by written notice delivered in hand or to the place of business or residence of each member at least forty eight hours before the time set. The notice shall contain the subjects to be acted upon and no other business shall be in order. A copy of the notice shall be posted in accordance with the open meeting law.
It wasn't. I took photographs (to follow) of the Town Hall bulletin board this afternoon.

What are the odds the "Governor's Bill" authorization disappears the moment Amit Johar gets spanked at the polls and the BOS are left one selectman short?
