Excellent question, needs to be answered on two levels.

1. On Moody's website, the last entry is from 2009, showing a Baa1 rating for Wareham. B is the middle group (A - B - C). the "aa" is the top of the B group. the "1" indicates the top of the aa group. In other words, Wareham has the highest B rating, just short of the lowest A rating. sort of like getting a B+ in school.

2. The dudes on CNBC this AM are suggesting that the US downgrade by S&P, plus this morning's downgrades of various federal agencies including Fannie Mae & Freddie Mac, will lead to downgrades of State & Municipal debt. The Wall Street Journal opines that it is not the S&P downgrade that counts, it would be a SECOND downgrade by either Moody's or Fitch that will tip the scales. As of Noon, the other two rating agencies have not downgraded the USA. That's the macroeconomic stuff; two different views: take your pick.

3. Then, there is the microeconomic stuff. i.e, the town itself. Look at the financial staffing. Over the past four years, there have been three assessors, three (about-to-be) accountants, four town administrators. What is your reaction to this instability if you are rating agency? Not good. Add in all of the other stuff, such as the non-stop legal issues, and it is hard to see how the Town can avoid a downgrade.

Moody's reviews this stuff once a year. Any changes may be in place already. Your treasurer/collector would certainly know....or ought to know. Perhaps he will publish a notice in ...... Oh, Wait! His only approved print medium/website is defunct! Good luck trying to pry any useful info out of that one.
