Does anyone know who N/R is, the person who initialed all the changes. Is N/R a person, or is N/R a code. What a sloppy mess I can’t believe they turned these forms in looking like that with all the crossed out numbers, talk about being unprofessional

At the Mass.gov website under 'staff' at the Board of Library Commissioners, there is listed a "Ned Richards", State Aid Specialist, ext. 227.
My guess is that the cross-outs & changes with the initials "NR" would be from him. this is likely due to data updates after the State's review of the original submission.
This is fairly common with State approvals of local stuff. Bureaucrats have to justify their existence, after all.
