To dissolve Civil Service, once it has been accepted by a city or town, you must dissolve it by the same manner in which it was accepted. In Wareham Civil Service was accepted by a vote of town meeting. It must be dissolved by a vote of town meeting.
Bruce can postulate all he wants, but if he wants his answer to the question as to whether or not Civil Service can be dissolved by voting at the polls, and whether or not putting that question on a ballot as a a binding referendum will make it incumbant for town meeting to vote it so, he can get his answer free of charge. Call the Civil Service Commission and ask.
We don't need you to pay k&P an exorbitant amount of money to place a phone call for you. You can get the answer by placing one telephone call yourself, Bruce. For less than a dollar.
IT MUST BE DONE BY TOWN MEETING VOTE.

Mature: We're lucky to have your in depth knowledge of the system these clowns are messing up. So the civil service ruling is a "slam dunk" for us, and you've made me feel better, but what about Westfield? Just what does "postponed indefinitely" mean? Is it strong enough to make it illegal for them to continue to engage Mr Heaton for a continuation of the study we've voted down three times?
