Pick up the phone and call your state senator and representative. Let them know that you demand good government that is answerable directly to the people and that you support real sanctions against those public officials who deliberately break the law.

Someone with good writing skills should create an email asking our esteemed representatives to support this initiative. The average person will not take the time to sit and compose an email, nor will they pick up the phone and call, but if they have something they can just "forward", would do so in a heartbeat.
All of these representatives have an email address and that can be included as well, so that all you have to do is copy and paste it and hit "send".
If we all send this pre written email to our friends asking them to forward it to their local representative think how many requests we can generate urging our representatives to create sanctions.
