There was a discussion last week about the Affordable Housing Trust Fund that can be found at (11:25) of: BOS Mtg. 09/01/09 (5 of 5)

This is what Sweet Brucey said about it in the Courier:

WC: How are Heaton's consultation fees being paid?  How much money has already been spent preparing this project for Town Meeting?

BS:   He is paid from the Affordable Housing Trust Fund (currently with a balance of approximately $120,000). It is funded primarily from private developers who pay a fee in lieu of building affordable units within their projects. We have expended about $30,000 to date. This should represent the bulk of this expense since we are at the RFP stage. After that, the developer awarded the contract will bear the development costs, and Mr. Heaton's role will shift to an advisory role as needed. We have also accepted applications for three trustees of the trust and will seek two more. They will then assume oversight of this account.

Funds have been illegally distributed from this account, as there is no Board of Trustees, as of yet. Mr. Heaton is due consultation fees above and beyond the figures quoted above, as was also discussed at this meeting. Which means additional funds are likely to used from this fund. They decided to hold off on paying him. I believe, the likely reason was to avoid repeating this offence. As usual, they passed it off as if no one was on the same page as to why, or how much he actually was owed. Their act is tired.

What happens to most people who break the law? Are these selectmen above the law?

Where is the money going to come from to pay Heaton what he is owed? Will they force their new trustees that they appoint to pay him?

Another example of fiscal IR-responsibility by this bos. Throw the bums out.
