S-T: Wareham Town Meeting struggles for quorum

WAREHAM — Modern technology may have saved the annual and special Town Meetings in Wareham Tuesday night.

Faced with the lack of a quorum of 150 registered voters to act on financial appropriations, Moderator Claire Smith accepted the suggestion of School Committeeman Clifford Sylvia to recess proceedings for five minutes, allowing those in attendance with cellphones to contact absent voters and request their attendance. Smith's decision and numerous calls may have paid off as it appeared a quorum had been attained by 8:30 p.m., although Smith had not yet taken an official count for verification.

Official counts at 7:05 and 7:30 recorded 118 and 127 voters, respectively, in attendance. A hand vote taken shortly before 8:30 registered 141 voters, indicating an official quorum was well within reach.

In the meantime, voters acted on several articles on the warrant of the special Town Meeting not including appropriations. Article 3, authorizing Town Administrator Derek Sullivan to arrange a purchase and/or lease of an ambulance in the next fiscal year, was unanimously approved, as was Article 13, rewording an article approved by a Town Meeting vote one year ago to transfer $400,000 for the construction and installation of a new 150,000-gallon water pollution control equalizing tank.

Voters also accepted the recommendation of town officials to pass over Articles 4-12 and 15. One article requested acceptance of the layout of a new road in the community, while the others dealt with funding for contract negotiations that have not yet been resolved.

Article 14, asking the town to grant an easement over town-owned property to connect a three-family dwelling on Old Glen Charlie Road to its sewer system, attracted considerable discussion. According to property owner Roy Kristoferson, the dwelling's septic system has failed and is polluting abutting wetlands; with the easement (which he said was on a non-buildable parcel of land), he will undertake subsidizing the project at no cost to the town at a cost of approximately $50,000.

A proposed amendment allowing "further study" of the project by the Board of Selectmen and Finance Committee was rejected, as was another amendment seeking to restrict building expansion of the property in the future. At mid-evening, the article was still being discussed.

there was never a qurom count  last night how do we know there was the reqired number of voters last night.

I had to be out of town last night and missed the meeting.  Does anyone know if they passed the cuts that will result in private roads having no plowing or grading?

After a while you can hardly tell the difference.  Lawrence is there, Wareham is soon to enter the realm of "Armpit's of Massachusetts"  The only thing we are missing is several thousand more Illegal aliens. 

Rumor has it the Wareham will be making a name change to Obamaville.................
