It Was Your Crowd Including Jane Donahue Who Got Up At Town Meeting And Assured The Voters That She Had Called The Library Commissioners And They Would Never Be Decertfied And To Cut Funds. The Current Board Of Selectman Wanted To Cut It Even Further. The Budget Was Never Disportionately Funded You Asshole. That Is An Outright Lie. There Was Once A Day When The Town Cared About A Good Library. Those Days Are Long Gone Because Of Your Crowd. They Were Warned And They Did It Anyways. And Now You Cant Believe It Was. The Wareham Courier has quotes from members of the Board of Library Commissioners and these quotes seem to suggest that the cuts to the library were done to destroy the library. 

Why does the ragman continously tell the same lies?  No one has taken funds from the Library and used them for another library.  Why does he have so much hate in his heart?

Mr. Cronin is a dutiful dunce who does what he's told but fact is, none of our selectmen care. The Wareham Free Library was a made-to-order scape goat for the BOS's financial ineptitude, just another distraction, and never mind the noise and bluster.

Requirements for Maintaining Library Certification


1. Municipal Appropriation Requirement : town must fund library an amount equal to the average of the three years immediately preceding increased by two and one-half percent.

Library budget was cut disproportionately in comparison to the town's bottom line. (MGL Chap. 78 Sec 19A)

2. Open to all residents of the Commonwealth.

The Wareham Free Library serves all Massachusetts residents with a valid library card.

3. Make NO charges for normal library services.

Book & audiovisual borrowing, Internet, database access, educational programs for all ages, use of facility - all free.

4. Be open a minimum number of hours per week.

Populations of 15,000 - 24,999 = 50 hours per week, some part of 5 days including evening hours. Currently operating 25 hours over 4 days, including one evening.

5. Employ trained library personnel, including a Massachusetts certified Library Director.

Volunteers can only support the trained staff; patron privacy always guaranteed.

6. Expend a reasonable portion of the library's total budget on library materials.

Populations of 15,000 - 24,999 = 15% of total library budget. Currently town budget only covers utilities, salaries, and network fees. No supplies, equipment or library materials.

7. Lend books to other libraries in the Commonwealth.

Interlibrary loan & virtual catalog make millions of items accessible to you.

8. The filing of an annual report to the MBLC.

ARIS reports filed annually to maintain state aid & certification. - MGL Chap. 78 Sec 19B

Questions and Answers

Our library has lost its certification, according to the Massachusetts Board of Library Commissioners (MBLC)? What does that mean?

It means that Wareham residents will not be able to borrow items from other public libraries except Swansea, Bridgewater, Norton, Freetown and Assonet at this time. Also, the town will not receive state aid for this year, about $29,000. Wareham also will not able to apply for state library grants for programs or construction funds.

When will this become effective?

It is effective immediately, but libraries have some time for implementing the procedures after another town loses its certification. Wareham will not be certified through February 2010.

What will happen to the books I have on hold?

Your hold will not be cancelled, but your materials may take much longer to arrive or may not come at all, if libraries choose not to fill the hold. It may be difficult to tell you the status of your hold, but if you have a question about a hold, please contact the staff.

Can I go to another library and apply for a card there?

Unfortunately, loss of reciprocal borrowing privileges is determined by your zip code. If you reside in the town of Wareham, which was not able to fund its library to meet state minimum standards, then you cannot borrow materials from other public libraries except those listed above. Except for Swansea, they are also not certified and so can exchange materials with Wareham residents.

What if I own property in another town?

If you pay taxes in another town in the Commonwealth that has a certified library, you are entitled to borrow materials throughout the library system if that address is your primary address in the library database. If there is a problem with your primary address status, contact our staff.

What services can I still access?

If you are a Wareham resident, you can borrow materials from the Wareham Free Library and access the databases available through SAILS and SEMLS. You can also still download titles and music from Overdrive and Tumblebooks, available through iBistro. The staff will do its best to assist you with getting the information and materials you need, as always.
